Actually, Skeptic, it's . . . um . . . the US Congress that has seen such conspiracies.
One of those conspiracies was called "Watergate". It involved thing such as . . . oh . . . a president declaring himself to be above the law, illegal firings of federal attornies who were investigating the party in power, illegal wiretaps against political opponents and critics, all sorts of illegal shenanigans to influence the outcome of an election -- you know, the same sort of thing we read about in the papers today. Alas, it seems there isn't any online version of the Ervin Committee Report, the Senate committee that investigated the Watergate conspiracy (and which led to half the Nixon White House going to jail).
(To Nixon's credit, in all of his massively illegal conspiracies, he never managed to hold anyone indefinitely without charges based on secret evidence obtained through torture. Or, um, do you think that's all just a big conspiracy theory too, Skeptic . . . . . ?)
